April 2019 HOA Meeting Minutes

4/17/19 Meeting began at 11:00am, adjourned at 12:10pm

Present: Kiel Johnson, President
Ashley Rogers, Treasurer
Eleven unit owners present total

Agenda Items Discussed: 
1) Sidewalk repair - city has completed work. Awaiting bill estimated at approximately 8k. 
2) Discussion of two open boards seats, w/election of Shelly Garteiz and Shannan Shute.
3) Potential development of committees to address issues at Lloyd Park
4) Discussion re: greater reliance on Management Trust to assist with issues, since we are allotted a certain number of monthly hours of MT's time as per our contract.
5) Stefan's suggestion of donating to the group fighting URM issues (signage, etc...). No one in favor of this currently.
6) Potentially using a different management company.

7) Possible new cleaning crew and carpet cleaning.
8) Potentially amending bylaws to accomodate Moving In/Out Fees
9) Renter Leases- who is renting and what is their contact info? Will discuss with Management Trust. Board would also like owner contact info and photos on file.
10) Reviewed smoking policy as relates to patio. 
Getting After the Mgt Company to be more involved
11) Owner Wendy Wetherbee to review bi- laws and contracts.
12) Ongoing discussion re: potential security gate at front of building.

September 2018 Meeting Minutes

9/30/18 Meeting began at 2:30pm, adjourned at 3:30pm

1) Discussed drywall repair for unit 309(?)
KJ to coordinate.

2) Discussed adding security camera to back area. KA to research.

3) Discussed termite inspection as per unit 107. AR to coordinate. 

4) Photographed closets containing common area supplies (batteries for smoke detectors, ladder, light bulbs, tools, and gardening supplies. KJ to email photos all owners.

5) KJ to replace slamming door mechanism on 2nd floor, NE side common area.

March 2018 Meeting Minutes

Call to Order:

The meeting was called to order at 7:00

Agreed:

Kiel Johnson made a motion to approve 2016 annual meeting minutes, Shelly Garteiz seconded, all in favor, motion passes unanimously.

Nominations:

Kiel asked for nominations for vacant board seat. Kayla nominated herself.

Agreed:

Shelly made a motion to accept the nomination and Ashley seconded. A vote was called and the nomination was accepted unanimously.

Reports of officers:

 Checklist for insurance company being completed by April 1st. Barry the handyman is completing the mud taping for the utility room. The outer door knobs are going in on Friday.

Right 2 Dream Too can/bottle collection in the alleyway

Noise in unit 309 – letter sent to rental management. Should by-laws include something about providing renter info? Roster?

Call to Order:

The meeting was called to order by Brian Hess at 7:09

Roll Call:

Quorum was met with 14 owners either present or by proxy.

Proof of Notice:

Brian reported that proof of notice was sent July 5th, 2017 to all owners of record on that date.

Approval of minutes:

Agreed:

Kiel Johnson made a motion to approve 2016 annual meeting minutes, Shelly Garteiz seconded, all in favor, motion passes unanimously.

Nominations:

Brian reported that one nomination was received prior to the meeting – kiel Johnson. Brian opened the floor to nominations. There were no nominations from the floor. There being no further nominations from the floor, nominations were closed.

Election of Directors:

Due to there being only one vacant Board position and one nominess Brian suggested making a motion to vote by affirmation.

Agreed:

Terri-Lynn Kalhagen made a motion to vote by affirmation, Rose Rogers seconded, all in favor, motion passes unanimously.

Kiel’s term will expire in 2019.

Reports of officers:

During this section, the board president as well as the homeowners had some general discussion about the solar panels and setting up a communications committee that could help with social gatherings as well as taking on tasks for bid requests.

February 2017 Meeting

Call to order:
A regular meeting for the board of directors of the association of unit owners of Lloyd Park Condominium.  It was held in unit 301 on February 8, 2017 at 7:00pm.

Stefan Ostrach (sp?), unit owner

Talk points:
Earthquake insurance
Marie, a representative from the Management Trust,  gave us information on possible insurance policies.
We currently have a master policy that does not cover in the case of earthquakes.  Two main companies for earthquake coverage were discussed -- ICAT and Lloyds of London. An option for individual coverage per unit was also discussed. This individual insurance “earthquake endorsement”, which would be in addition to our current owner’s insurance, would help by paying the deductible of the building insurance in the case of an earthquake.  The deductible will be paid in full no matter what the level of damage.  

The cost breaks down to +/- $150 a year for each owner -- would likely charge differently for one bedroom units versus studio units.

Group agreed that the deductible is very high.  However, the cost per month/year seems worth while in the case of an earthquake.  ICAT seems more appealing due to lower cost.

Plumbing
Kiel, chairman, informed the group about recent plumbing issues in the building.  Several units are experiencing low water pressure when running hot water in their units.  This may be due to sediment in the pipes as well as a build up in fixtures.  Ashley also remarked that some residents reported a change in water pressure (less pressure) after new water heater was installed. One company gave an estimate of $10.000 per unit for fixing pipes.  This is happening primarily in kitchens and bathroom sinks.

Doug, unit owner, will try to get a quote from plumbers that will charge per fixture.  Should the HOA pay for this?



Bylaw changes
50% vote is needed to pass or change a bylaw (or 15 unit owners).  The two changes we are looking to make would cost $600.

Currently, when there’s a change made to the building costing $2,500 or more, the change needs unanimous approval.  Kiel suggested that we consider changing this to 75% or lower of returned ballots.  

Short-term rentals were discussed.  The HOA took turns discussing the pros and cons of allowing for short-term housing in the building.  Stefan is opposed, stating that this change may make mortgages and insurance a challenge.  Doug spoke about having a difficult time renting his unit -- making it a bad investment for him.  He is in favor of changing the bylaw. Ashley is leaning toward the side of Stefan.  She has reservations.  Jose said that we have bad long term renters and said that even if we get a short term renter who is bad at least they are not here for long.  


Approved:
Jose, Ashley, and Kiel all voted to purchase ICAT earthquake insurance.

Jose, Ashley, and Kiel all voted to send out a letter for residents to vote on allowing short-term rentals.

Meeting adjourned at 8:27pm.

February Meeting Minutes

-Stephanie brought list of concerns including 3rd floor hallway door and hallway windows – board adjusted hallway door to reduce noise
